Holder had been employed as an economist with the Barbados National Bank (BNB) from 1978 to 1981, and immediately thereafter for ten years with the Bank, leaving as senior economist. He was also economic adviser with the Ministry of Finance (1994-1998) and chief country economist with the CDB (1998-2001). During the rest of the decade, there were frequent changes at the level of deputy governor. After Boyce resigned in 2004 the position was held first by Victor Springer, former director of banking, currency and investments. In 2010 Springer was succeeded by Cleviston Haynes, until then director of the Bank Supervision Department. At the same time Dr. Daniel Boamah was appointed to the position left vacant by the resignation of Holder in 2009.
