Clyde Mascoll (later Dr.) dealt with the rest of the public sector, Muriel Saunders with public enterprises and Ian Durant with the real sector. Harold Codrington had oversight for external debt, the balance of payments and, later, responsibility for monitoring the Compensatory and Contingency Financing Facility (CCFF) element of the programme. 114 The Bank staff was also involved in the discussions about the structural reforms. Mary Zephirin and Muriel Saunders, for a time, monitored the divestment issues. Zephirin was also a member of the Foreign Exchange Committee and later dealt with restructuring of the BNB, the BDB and the sugar industry. Rahman Mehter produced a proposal for a social safety net to ameliorate the impact of stabilisation on displaced workers, the centrepiece of which was a scheme for retraining. Clyde Mascoll was also involved in the discussions on tax reform. The IMF team for the duration of the programme was headed by Dr. Lelde Schmitz, who was attached to the Maritime Section of the Fund's Western Hemisphere Division. Her original team included Graeme Justice, Ydahlia Metzgen and Jing Yang, but there were several changes in its composition during the course of the negotiations. For the first time there was an IMF Resident Representative in Barbados (Dr. Bernard Fritz-Krockow). He attended JEG meetings, liaised with the Fund team and was instrumental in helping to put together data on the operations of the state-owned enterprises. Data requirements and reporting The consultations between the Fund and Bank staff were conducted through several media. Projections and comments were exchanged by fax, there were endless telephone conversations and, quite often, face-to-face meetings, mainly in Barbados but also in Washington D.C.
