Marshall, who joined the Bank in 1976 as a clerical officer in the Research Department, had been attached to the MIS Department since graduating from the UWI in 1980. A former senior economist, Dr. Mary Zephirin also rejoined the Bank on contract in 1991, as adviser to the deputy governor (research and information). Breaking the glass ceiling In 1992, women reached the second highest tier of management in the Bank, when Marion Williams was promoted to the post of deputy governor (operations) on September 11. In the same year, Winifred Pickering was elevated to the post of manager, human resources. Pickering had joined the Bank in 1978 as a senior supervisor in the Exchange Control Department. As an indication of her reputation as an expert in regulatory matters, Desirée Cherebin was seconded to the IMF for one year from July 1993 to co-ordinate a project for reforming and harmonising the regulations governing commercial bank supervision in the Caribbean. During 1994, Janice Marshall was promoted to the post of director, MIS Department. In 1995 Marion Williams was awarded a doctorate in economics and Cherebin, having completed her assignment with the IMF, assumed the position of director in the Bank Supervision Department. At the end of 1997, Sylvia Blenman, yet another of the employees who came from the ECCA, was promoted to one of the two positions of deputy director in the Banking and Currency Department.
