Chapter 6: People, Places and Things 255 Assistant Librarian Aldeen Payne received a Hubert Humphrey Award to do a Masters degree in Library Science at Hubert Humphrey University in Pittsburgh, Pennsylvania, US. Carlos Holder attended a seven-week IMF course on Programming Policies for Medium Term Adjustment . 1990 The Industrial Credit Fund recorded significant increases in loan approvals (35.3%), disbursements (20.5%) and net income (37.9%). Thomas Roach, Aldeen Payne and Brenda Clarke were awarded Masters degrees. The Bank made a profit of $4.99 million which enabled it to write off the loss of $4.54 million from the previous year and transfer $0.45 million to the Consolidated Fund. 1991 Elizabeth Burrowes and Roslyn Shepherd attended the Regional Junior Training Course for Bank Examiners in Jamaica. 1992 Between November 16 and 20, the Bank hosted the annual conference of the Latin American Centre for Monetary Studies (CEMLA) at Dover Convention Centre. It was the first time that this event was held in an English-speaking country. The Bank opened, on behalf of Government, eight issues of Treasury Notes and one issue of Debentures totalling $105 million.
