Chapter 6: People, Places and Things 257 Carlisle Best and Clyde Mascoll became the first staff members to run for political office. Best ran on the Barbados Labour Party ticket in St. Michael North West, while Mascoll contested the St. James South constituency for the Democratic Labour Party. Both were unsuccessful. Roland Craigwell was awarded a Ph.D in Economics from the University of Southampton. The “Best and Mason” cricket programme, featuring Carlisle Best and Andrew Mason, started on CBC Radio. 1995 Kurtley Eversley was appointed as the governor’s chauffeur following the retirement of Livingstone Boyce. In March the Bank liberalised exchange controls on a wide range of foreign exchange transactions. Dr. Marion Williams, deputy governor (operations), was awarded a Ph.D in Economics. 1996 Dr. George Reid, Board member, was appointed to the position of alternate director for Caricom at the IDB. Angela Skeete was appointed to the post of librarian. Kelvin Dalrymple, economist in the Research Department, was seconded to the Ministry of Finance and Economic Affairs for three years. Thomas Roach resigned from the Bank to take up the post of executive director of the Barbados Employers Confederation.
