The governor advised the prime minister that to use the image of Sir Grantley would “suggest magnanimity on his part and could therefore be to his political advantage”. Barrow was not convinced and soon after wrote the Board to say that he wished to use a single image - that of Samuel Jackman Prescod - on all the notes. The Board at its next meeting decided to go along with the prime minister’s decision but agreed to leave it to him to inform the public. De La Rue was notified about the choice of Samuel Jackman Prescod’s image and started work on producing the notes. When Barrow informed the House of Assembly about his decision, Tom Adams pointed out that Samuel Jackman Prescod (like himself a person of mixed race) was not fully representative of a majority of Barbadians. It was a persuasive argument and caused Barrow to rethink his position. However, there was a problem; De La Rue advised that any change at that juncture would cause a six-month delay in the delivery of the notes. A decision was therefore taken to issue the $1, $5 and $20 notes with Prescod’s image as planned and then to issue the $10, featuring Charles Duncan O’Neal, and the $100 showing Sir Grantley Adams at a later date. When the supply of $5 notes was exhausted, the new set would carry the image of Sir Frank Worrell. In April 1973, the Cabinet of Barbados approved this course of action. 26 Withdrawal from the ECCA Before the new currency could be issued, Barbados had to withdraw from participation in the ECCA. The process of the withdrawal was not smooth. The agreement establishing the ECCA made no legal provision for the withdrawal of any member and therefore it was necessary to stipulate conditions for Barbados' withdrawal. The first meeting for this purpose, held in St. Kitts in early 1973, achieved little.
