56 sector. In 1976, during which there was a change of government, Cliviston King resigned and Fred Gollop, an attorney, and David Seale, a prominent businessman, both later knighted, were appointed. No further changes occurred until mid-1983, when Owen Arthur, a member of the Senate and Research Fellow with the ISER at the Cave Hill campus of the UWI, replaced Robert Morris. The membership changed again in 1984, with Patrick Mayers, a businessman, replacing Douglas Lynch. In May 1985, Deputy Director of the ISER, Dr. Joycelin Massiah made history when she became the first woman on the Board. Some Board members achieved national prominence during this period. In November 1984, Owen Arthur was elected representative for St. Peter in the House of Assembly. During 1980, Stephen Emtage was awarded a GCM for outstanding public service and in the following year, David Seale was appointed to the Senate and Fred Gollop chosen as chairman of the Industrial Development Corporation.
