60 During mid-1985, sessions were held at the Hilton which allowed supervisors and junior staff to air their views. Supervisors critiqued the performance of senior and middle management while junior staff assessed their supervisors. Robert Morris, Board member and management consultant, was the facilitator. Based on their comments, most staff thought that it was an excellent idea but were doubtful that anything would change. An expanding staff establishment The staff establishment more than doubled (to 207) during the decade to 1986, in line with the Bank’s expansion and growing responsibilities. New hirings averaged about 12 per annum between 1975 and 1980 before tapering off to seven per annum thereafter.
