99 Fred Phillips, an attorney who served on the Board under Governors Blackman and King, had once been governor of St. Kitts and Nevis. Major changes in membership, of more than 50 per cent of the Board, took place in 1991 and 1995, comprising mainly resignations and expiration of appointments, respectively. In 1999 Anthony Wood resigned to successfully contest a seat in Parliament. One indication of the changing membership was the resignation on December 1, 2000, of Sir Stephen Emtage, the longest serving Board member. In 2001, businessman Patrick Mayers, who had served during the 1980s, got a second stint when he and Dr. Michael Howard replaced Kenneth Long-serving and nationally-recognized Board members.
